Reports describe relief from a disputed conversion-charge factor for Chandigarh cooperative housing societies. The operative implementation order was not verified. Owners should obtain a property-specific calculation; the coverage does not establish a universal freehold discount or resolution of remaining issues.

New reporting points to progress on a longstanding conversion-charge dispute affecting Chandigarh cooperative group housing societies. The Times of India reported on 8 October that the administration had cleared withdrawal of the disputed 1.2 factor at an internal meeting. Statements from the Voice of Housing Societies association also welcomed the development.

The scope needs careful handling. The news concerns society-related calculations. Other issues, including unearned increase and a possible transfer of processing responsibility, were still described as unresolved. ATY did not verify a fresh operative order setting out implementation, eligibility and revised property-specific demands.

There is also a separate commercial and industrial conversion proposal. A September report described rates submitted to the Ministry of Home Affairs for consideration. That proposal should not be presented as an implemented general discount, or combined with the October society announcement.

The Estate Office’s available July 2025 residential notification links conversion calculations to collector rates and specifies a pro-rata formula for covered flats and tenements. Owners therefore need the applicable official calculation for their own category and case rather than a percentage taken from a headline.

What it means for your next step.

For a pending sale, purchase or conversion application, obtain written clarification of the amount payable and the treatment of outstanding charges. This update records a reported administrative development, with the primary implementation document still missing from the evidence reviewed. It does not promise automatic savings for every Chandigarh leaseholder.

Reading the dates correctly

October society announcement differs from the September commercial/industrial proposal. July 2025 residential notification is older governing context. Association statements are interested-party claims; no universal discount or saving established.
